From budget to occupancy
The budget calendar, buying the consultant, the phases of the design with the political considerations, the tender and the construction — on one timeline.
The money year by year
The capital appropriation covers the whole project, but the cash limit is the annual ceiling — and a supplement to the cash limit cannot be granted after the end of the financial year.
How the programme is calculated
The advisory work is split across the phases in the same proportion as the fee: phase 0 4 % · phase 1 16 % · phase 2 12 % · phase 3 18 % · phase 4 15 % · phase 5 25 % · phase 6 10 %. The political waiting time is split in three: after the design brief, after the design proposal with the capital appropriation and after the recommendation of contractors.
Buying the consultant takes 12 weeks with an EU tender (10–14 weeks), 4 weeks when market terms have to be ensured above DKK 500,000, and 2 weeks below that. The threshold is DKK 1,044,400 for central government and DKK 1,611,360 for everyone else.
The works contract is tendered in phase 5. Above DKK 40,313,840 it must go to EU tender with at least a 35-day tender deadline and a 10-day standstill — that adds 4 weeks.
The local plan is reckoned at 12 months (10–14) from the approval of the design brief: 8–10 months of deadlines and 2–4 months of meeting calendar, because the case has to go on the agenda three times. It runs in parallel with the design, but has to be adopted before the building permit design can be concluded with a building permit.
The construction starts 4 weeks after the contract, and the building is taken into use 4 weeks after handover. The construction period is suggested from the construction sum and is an estimate — enter your own figure.
The budget. The municipalities' finance committees draw up the budget proposal by 15 September at the latest, and the second reading takes place by 15 October at the latest. Capital requests are typically discussed in the standing committees from February to June. The regional council adopts the budget by 15 October at the latest. The Finance Bill must be introduced no later than four months before the financial year, that is 31 August.
Social housing: Schemes A, B and C
Scheme B must be reported no later than 15 months after the commitment date, and construction must not start before Scheme B is approved. The construction account — Scheme C — is submitted no later than 6 months after the cut-off date, which is the completion of the last dwelling plus up to 2 months for the outdoor areas (the subsidy order, executive order no. 735/2026 ss. 36, 38 and 45).
The calendar reckons Scheme B in 3 weeks before the contract, once the tender has given the acquisition sum. The Scheme A commitment may therefore be given 15 months before at the earliest — otherwise the deadline expires before the tender is completed.
