Service 01

From idea to chosen contractor — in seven phases you can stop between.

From agreement to the recommendation of a contractor — with the tender inside the process.

We do not just draw. We deliver a project that can be approved, priced and built from — drawings, energy frame, carbon calculation, permit application and tender in the same process, and the structural engineer and fire consultant brought in on time. You can see the whole list before you sign.

One process from concept report to recommendation, in structural class 1–2 and fire class 1–2, with Danish procurement law built in from phase 0. The deliverables are named, the phase changes are written approvals, and the fee follows the construction sum.

Who the service is for

The house you build, you build once.

The service is for you, building new, extending, converting or renovating — a detached house, a holiday home or a small commercial building in structural class 1. Typically the largest sum you will ever spend, and typically the first time.

New build

A house from bare ground

From design brief to building permit and chosen contractor. The carbon requirement applies from the first line.

Extension

More house on the same plot

The local plan, the plot ratio and the energy requirements for the new part — and for the old, where it is affected.

Conversion and refurbishment

The existing house

Survey first, environmental screening for waste and asbestos, and the energy requirements triggered when something is replaced.

Holiday home

Different rules from a year-round house

Exempt from the energy frame, documented on U-values — and a stricter carbon limit per m² if it is under 150 m².

The fee

A fixed percentage of the construction sum. Five classes. Everything is a from-price.

The fee is a fixed percentage of the total construction sum — from 4 % for the simple to 7.5 % for the complex. The percentage follows the complexity of the house, not your taste or the price of the materials. The class is set in phase 0 and stated in the proposal. All amounts are from-prices incl. VAT for SYNEGRO's advisory and design services; specialist consultants are paid separately by you.

K1 · Simple
4 %of the construction sum

Extension or conversion without touching the load-bearing structure. One storey, standard solutions, a local plan with no special requirements.

e.g. 51 m² · DKK 750,000
from30,000 DKK incl. VAT + specialists
K2 · Straightforward
4.5 %of the construction sum

A single-storey new build on flat ground with simple geometry and no basement — or a larger extension that follows the logic of the house.

e.g. 150 m² · DKK 3,450,000
from155,250 DKK incl. VAT + specialists
K3 · Ordinary · reference
5.5 %of the construction sum

A two-storey detached house on an ordinary plot. Carbon requirement, energy frame and one side permit — the typical new build.

e.g. 180 m² · DKK 4,300,000
from236,500 DKK incl. VAT + specialists
K4 · Composite
6.5 %of the construction sum

A sloping site or a basement, composite geometry, a local plan with special requirements — or a conversion where the load-bearing structure changes.

e.g. 220 m² · DKK 6,160,000
from400,400 DKK incl. VAT + specialists
K5 · Complex
7.5 %of the construction sum

Several side permits or dispensations, special structures, listed status or protection lines — or new build and conversion at the same time.

e.g. 250 m² · DKK 11,250,000
from843,750 DKK incl. VAT + specialists

That is the amount the four steps below are parts of. If your house is K2 or K4, the figures move with the percentage and your own construction sum — choose the class under the steps, or calculate the fee on your own construction sum.

Four steps

You are not committing to the whole process. You are committing to the next phase.

The service is bought in four steps, and each step is a place where it makes sense to stop. The price of a step is the share of the full fee that the step's phases make up — you pay for the phases you get, and the rest only if you continue. The from-prices are calculated on the K3 reference; choose your own class and the figures follow.

What we say at the first meeting

The from-price covers SYNEGRO's advisory and design work. The specialists are paid separately by you: structural engineer, fire consultant, geotechnical engineer, land surveyor, energy labelling and the municipal case fee. We do not do structural or fire documentation ourselves — those are certified specialists, and the structural engineer is a regular partner we put you in touch with. You sign the agreement with him directly and pay him directly, with no mark-up from us. What each item costs depends on the case; at the first meeting we tell you which specialists your house will need, so you can get the prices before you commit.

Seven phases · eight reports

Eight reports in seven phases — one per phase, two in phase 1 — and the documents that belong to them.

Every phase ends with a report you approve. Phase 1 ends with two: the concept, which ends in the direction chosen at milestone M1, and the design brief, which you approve at the gate. Below you see the reports and the documents that most often sit behind them — hover over a document and you get a short description. The phase's other documents, e.g. F0_09, go into the report as sections and appendices; you get them, but you do not have to keep track of them.

Eight gates

After every gate you decide whether we carry on.

No approval, no next phase, no invoice for one. You can stop at a gate — not in the middle of a phase where the work is under way. That is an unusual term in this industry, and it is what makes the first decision a small one.

What building owners fear

Three fears. Three answers we already have.

They are rarely about architecture. They are about money, about understanding what you are paying for, and about not ending up in a dispute with the contractor.

"Everyone says it runs away with you"

That it gets more expensive than promised

Eight gates with written approval. A contingency in the budget of 8 % in phase 1, falling to 5 % in phase 3 as the uncertainty falls. And the owner-supplied services stated from the first meeting — not the third.

"I do not understand what I am paying for"

Being taken for a ride

The list of deliverables: eight reports in seven phases and the documents that belong to them, with name and purpose — which you can see before you sign. One contact person throughout. And every figure in your material is checked against every other — automatically, every time.

"My neighbour ended up in a dispute"

Ending up at odds with the contractor

Tender material where the contractors price the same thing. A decision log and minutes within two working days. Everything in writing — so a disagreement, if it comes, has a document to hold on to.

What is included — and what is not

Full openness about the specialists.

This is where the surprises usually sit. That is why it is here, before we meet.

Questions we get every time

The honest answer.

Can I deduct the consultancy from my tax?

No. The Danish home improvement deduction ended at the close of 2022, and the service deduction does not cover consultancy. We never hold out the prospect of a deduction.

Do I need building defects insurance?

If you build for your own occupation, you are exempt. If you hire a business to build the house, the duty sits with them. If you build to sell, the duty applies in full. Holiday homes are exempt. We settle it in phase 0, and it is stated in the agreement.

Can I stop in the middle of a phase?

You can stop at a gate — not in the middle of a phase where the work is under way. In return you pay only for the phases you have approved, and the next one does not begin until you have said yes.

What if the municipality says no?

It rarely happens when the application is documented the way the municipality requires — and that is what phase 4 is about. If the municipality asks for more, we do it as part of the phase. If they require a change to the project, we tell you what it costs before we do it.

Why do you stop when the contractor has been chosen?

Because we would rather be independent of the people who build than manage them. Site management requires someone on site every day — and that is a different job from designing. If you need site management, we help you find a site manager and write the agreement with him.

What are the terms of engagement?

The Danish industry standard agreement for consumers — written by the architects' and engineers' own organisations for private homeowners. You get it together with the proposal, along with a note on the right of withdrawal, before you sign.

Next step

Tell us what you want to build. Then we tell you what it would cost.

30 minutes, online or at your place. No charge. You find out which step and which complexity your case sits in — and a figure to take home.

Who the service is for

Four segments. The same process.

Municipalities, regions, the state and social housing organisations — day-care centres, schools, care homes, offices and housing in structural class 1–2 and fire class 1–2. The structural engineer and the fire consultant are bought as owner-supplied services — certified from class 2.

Municipalities and regions

Institutions, schools and offices

The Danish BIM order is triggered at DKK 20m. Below that you choose for yourselves — and we say when it pays off.

The state

State building owners

BIM requirements from DKK 5m, a labour clause in every contract. Both are written into the process from phase 0.

Social housing

Housing organisations

Schemes A, B and C, the National Building Fund's maximum amounts and BygAlment. Exempt from the building defects insurance that private clients are not.

Common

Procurement law inside the process

The purchase of consultancy below the threshold under section 193, the works tendered in phase 5 — and section 160 of the Danish Public Procurement Act as protection, not only as a burden.

The fee

Five steps tied to the construction sum — not to an estimate.

The steps follow the thresholds that actually trigger requirements: negotiated quotes, the BIM regulation and EU tendering of the works. All amounts excl. VAT, DKK 750 per hour and a 5 % risk supplement for a fixed price. Payment in arrears, net 30 days, e-invoice via NemHandel.

O1

Below DKK 3m

Direct negotiation possible. Smaller conversions and extensions.

314,000 excl. VAT
O2

DKK 3–5m

Direct negotiation ruled out for public clients. Open competition.

455,000 excl. VAT
O3 · reference

DKK 5–20m

BIM requirements triggered for the state. The reference case: a day-care centre, 850 m², DKK 16m.

827,000 excl. VAT
5.2 % of the construction sum
O4

DKK 20–40.3m

The BIM order is triggered in every segment.

1,199,000 excl. VAT
O5

Above DKK 40.3m

EU tender of the works. One case at a time, with fixed partners.

1,654,000 excl. VAT
Sustainability level

Regulations level D is included. At O3, documented low emission C costs DKK 75,500, the voluntary sustainability class B DKK 154,500 and certification A DKK 258,500 excl. VAT — chosen at milestone M1, while it can still be reached.

Can you buy it without a tender?

Below the threshold: yes, after a market survey.

The purchase of consultancy is a question of its own with its own timetable. Below DKK 500,000, part V of the Danish Public Procurement Act does not apply. Above that, the purchase is made on market terms under section 193 — the assessment is the contracting authority's own. Above the services threshold (DKK 1,611,360 for municipalities and regions, DKK 1,044,400 for the state in 2026–2027) the consultant has to go to EU tender, and that adds 10–14 weeks to phase 0.

The budget year

If the task is to enter next year's budget, the agreement typically has to be in place in February or March. The fee is stated with the split by phase, so it can be entered as a capital appropriation with instalments per phase.

Two traps

Aggregation of several purchases under section 8, and options under section 30 — both can pull a purchase over the threshold without anyone intending it. We point them out in phase 0, before the agreement is written.

Phase 5 is split

Step 5A is the tender design, step 5B is the tender process itself. Between them sits milestone M2: the contract notice is sent, and it cannot be taken back. That is why the heavy end sits in 5A.

Questions from the administration

What gets asked in the market dialogue.

Who makes the award decision?

The authority does. We run the tender process up to the recommendation, with the evaluation model described in full in the tender material in advance — so it cannot be set aside by the complaints board or the courts under section 160 of the Danish Public Procurement Act. The standstill and the award are yours.

Does the carbon requirement apply to an extension to an institution?

Yes. The exemption for extensions below 250 m² applies only to detached houses, terraced, linked and semi-detached houses and holiday homes. An 80 m² extension to a day-care centre is covered — this is the false inference most often carried over from private cases.

How does payment work?

No payment up front. Every phase is invoiced in arrears after approval, net 30 days under section 3b of the Danish Interest Act, as an e-invoice via NemHandel to an EAN number with a requisition number. Milestone M1 triggers an invoice, because step 1A is a completed deliverable.

What about access to documents?

The consultancy agreement has an appendix on it: you notify us before material about our affairs is released, we get five working days to point out exemptions under section 30 of the Danish Access to Public Administration Files Act — and the decision is yours. Our wish is not binding, and the agreement says so.

How long does a process take?

About 52 weeks from agreement to recommendation at O3, against 34 in the private track. The difference is the tender, the political process and the consultation periods no consultant can shorten. The programme distinguishes between what we control and what we do not.

Next step

Send us the construction sum and the type of case. Then you get a price basis for the budget.

A note with step, fee, phase split and programme — for the market survey or the committee recommendation. It costs nothing.
