Package 1 · 1–25 buildings

Know what you have — before you decide what to digitise.

A building strategy that can go straight into a committee recommendation.

Digital Building Strategy is the way in for anyone who wants to start small: a few buildings, a register, a review of what exists, and a strategy that says what should be done, in what order, and what it returns. The pilot afterwards measures whether the strategy holds — on one building, before money is spent on all of them.

Digital Building Strategy gives the authority a basis for decision with statutory references behind it: where the buildings stand against the rules on energy efficiency in the public sector and the BIM regulation, what should be done first, and what it costs in capital and operating terms. Step 1B ends in a recommendation you can drop into your own template.

Is it right for you?

Yes, if you own buildings and have more questions than answers.

Yes, if the building stock has to be identified, prioritised and justified.

Companies with their own buildings, property companies starting out, housing co-operatives and owners' associations, foundations. Typically 1–25 buildings, typically with a building register that does not match reality, energy labels of varying age and drawings in three formats. If you own 25 buildings or more, Digital Property Portfolio is the right place to start.

Municipalities, regions, state institutions and social housing organisations with a manageable building stock, or the buildings of a single department. If you have 30 buildings or more, or the whole stock has to be covered, Digital Property Portfolio is built for that.

You get answers to

What do we have?

A register of material per building: drawings, models, energy labels, building register data, operations — and how well each part covers what an owner ought to know.

You get answers to

How good is it?

Maturity and data quality scored on fixed criteria, so two buildings can be compared — and so the figure can be measured again a year later.

You get answers to

What do the rules require?

Compliance screening: the energy requirements on conversion, the duty to keep the building register updated, the validity of the energy label and the requirements for non-residential buildings that are on the way.

Compliance screening against the energy efficiency rules, the BIM regulation, BygAlment and the energy labelling duty for public buildings.

You get answers to

What does it return?

A business case that distinguishes what has been measured, what is your own scenario, and what we deliberately leave out — so the figure holds up under scrutiny.

The process

Five steps in a ring — the strategy in phase 1, the proof in phase 2, and a partnership that keeps the data current.

The process is the same in all four packages: an agreement that delimits, a survey that measures, one direction, a strategy — and only then money on models. Click a step and see what happens, what you get, and what the gate onwards requires.

Phase 0 · 1–2 weeks

Agreement

The scope and the price are fixed before an hour is spent on the buildings. Phase 0 is deducted in full from phase 1.

What happens
  • Needs clarification in one meeting: what the data is for — operations, financing, sale, renovation, statutory requirements
  • The buildings are counted and listed with BFE and building numbers — one property can hold several buildings
  • Scope: what is included, what is not, and what is bought as a partner service
  • A proposal with a fixed price for phase 1 by the number of buildings
Deliverables
  • Needs note and building list
  • Proposal and framework agreement
  • Data processing agreement
The gate onwardsAgreement signed and building list approved → phase 1
The clientSends what exists: drawings, energy labels, BBR extracts, operational material — and names the person who can decide.
Prices · excl. VAT

Five phases. One from-price per phase.

Phases 0 and 1 have a fixed price from day one. Phases 2–4 are agreed once the strategy has shown what needs doing — and the price of each phase is in the proposal before the phase begins.

Phase 0AgreementNeeds assessment, scope, proposal and framework agreement — credited in full against phase 1from9,500 DKK
Phase 1Review and strategyStep 1A survey and review · M1 choice of direction · step 1B strategy with business case and roadmapfrom49,000 DKK
Phase 2PilotOne building is scanned and modelled — the unit price is measured before it is applied to the restfrom139,000 DKK per building
Phase 3ScalingThe remaining buildings in waves, by treatment class — plus the property dashboardfrom179,000 DKK + per building
Phase 4PartnershipA fixed number of hours per month for data, model and advice — 20, 35 or 55 hoursfrom19,500 DKK per month
What the price follows

The number of buildings. Phase 1 rises in three steps — 1–3, 4–10 and 11–25 buildings — and the pilot follows the size of the building. You get the fixed price after an hour of scoping in which we count the buildings together.

Payment

Net 14 days. Phase 0 is paid on signing and credited in full against phase 1. Phase 1 is paid in advance with a 3 % discount up to DKK 129,000 — above that, half in advance and half at milestone M1. Phase 2 in three instalments, phase 3 per deliverable, phase 4 monthly in advance. Partner services — scanning, platform — at the partner's price plus 12 % for specifying, ordering and checking.

Why now

Four reasons you can look up. Not ESG language.

Under the Omnibus rules, CSRD catches only companies with more than 1,000 employees and more than EUR 450m in turnover — practically no purely Danish property companies. We do not use that argument. These four hold.

Green mortgage finance

The large Danish mortgage banks require energy label A or B — or a documented reduction of at least 30 % in primary energy demand on refurbishment. Up-to-date energy label data is therefore directly relevant to financing. None of them publish an interest rate spread; nor do we promise one.

The requirements for non-residential buildings

The Energy Performance of Buildings Directive obliges Denmark to improve the worst 16 % of non-residential buildings by 2030 and 26 % by 2033. The provisional Danish thresholds are 190 and 168 kWh/m²/year — the Danish Energy Agency's assessment, not law in force yet. That is how it is stated in our screening, with the source.

The energy label alone is not enough

A data match across 94,724 commercial buildings showed that only 10.8 % of those with the highest measured consumption carry label E, F or G. Prioritise by the label alone and you refurbish the wrong ones first. We prioritise by measured consumption.

The building register is your responsibility

The owner is obliged to keep the Danish building register updated, and errors can carry a fine. There are no Danish statistics for how often the floor area is wrong — so we use only our own measurements, never industry figures. In our pilot the deviation was 2.9 %.

Five phases. One from-price per phase — including the documents that exist only because the client is public.

Procurement assessment, conflict of interest, security classification, a note on access to documents, a capital and budget note and the committee recommendation are included from the start. That is what the difference from the private track costs.

Phase 0Agreement and procurement basisProposal, ESPD, conflict of interest, framework agreement under ABR 18, e-invoicing basis — credited in full against phase 1from19,000 DKK
Phase 1Review and strategyStep 1A · M1 · step 1B with business case, committee recommendation and procurement strategy for the rolloutfrom82,000 DKK
Phase 2PilotOne building is scanned and modelled — the unit price is measured and documentedfrom150,000 DKK per building
Phase 3ScalingProgramme plus per building by treatment class — the rollout is tendered where the threshold requires itfrom215,000 DKK + per building
Phase 4Partnership20, 35 or 55 hours per month, 2 years plus two options — charged to operating budgetfrom19,500 DKK per month
What the price follows

The number of buildings. Phase 1 rises in three steps — 1–3, 4–10 and 11–25 buildings. At every step phases 0 and 1 stay below DKK 500,000, where part V of the Danish Public Procurement Act does not apply; the assessment is the contracting authority's own, and we supply the basis for it.

Payment

No advance payment. Each instalment is tied to a deliverable and invoiced in arrears, net 30 days, as an e-invoice to the EAN number with a requisition number. Phase 1 in three instalments — review report, milestone M1, approved strategy. As a rule you order registration and platform yourselves as an owner-supplied service, so the amount does not count towards the threshold.

Can you buy it without a tender?

Phases 0 and 1: yes. The rollout: it depends on the size of the stock.

On all three packages phases 0 and 1 stay below DKK 500,000, where part V of the Public Procurement Act does not apply. Phase 3 is tendered once the total value reaches the threshold — DKK 1,611,360 for municipalities and regions, DKK 1,044,400 for the state in 2026–2027. The assessment is the contracting authority's own; we supply the basis for it.

The rules that drive it

The executive order on energy efficiency in the public sector: 1.9 % less energy consumption per year, and 3 % of the building stock below energy label B identified each year for refurbishment — justified on profitability, which is calculated on consumption, not on the label. The building stock is defined on data: owned, heated, above 250 m², below B as at 1 January 2024.

The budget year

Capital requests are discussed in the standing committees from February to June, and the budget is adopted by 15 October at the latest. If the rollout is to be in next year's budget, the strategy has to be ready in the spring — and phase 1 takes 6–8 weeks. The retainer is charged to the operating budget, so it can be extended without a new political item every year.

Prior involvement

If a partner takes part in the pilot, that is in itself prior involvement under section 39 of the Public Procurement Act. The answer is not exclusion — it is to publish all pilot material openly with the tender, so nobody has an advantage.

Questions we get

The honest answer.

Do we have to scan every building?

No. All of them are registered, a sample is reviewed, and only in phase 3 does the treatment class decide what gets scanned. Class D is "register only" — DKK 2,400 per building — and it is a real option for the buildings you are not going to do anything with.

What if the strategy shows we should do nothing?

Then that is what the direction note says, and the process stops at M1 with no proposal for phase 2. It happens, and it is a usable result: you know what you have, and what is not worth doing.

Who owns the data and the model afterwards?

You do. The right to use the material follows from the framework agreement and applies regardless of whether a partnership follows later. The exit and data handover plan is a document in phase 4 — written while we are still on good terms.

Why is it not just called "BIM"?

Because a model without a strategy is an expensive drawing. The order is the information requirement first, then the level, then the tool. "LOD 300", incidentally, is not a defined term in Danish contract practice — at least three scales use overlapping numbers. We write the requirements out so they can be checked.

Are you tied to a particular supplier?

No. We hold no stake in scanning or software companies, and the requirements are written to formats — IFC, E57, PDF/A — not to products. You see the partner's price yourselves; our coordination is a separate line.

What about public access to our reports?

The consultant's reports are subject to public access from the moment you receive them. We therefore write them so that they can be released — and mark what may be exempted under section 30 of the Danish Access to Public Administration Files Act in a separate note. The decision is yours.
