Package 3 · One construction project

Call before the consultants sign.

The BIM requirements written down before they become an extra service.

Requirements for models and data can only be imposed on the parties who have not yet signed. If the architect and the engineer are already under contract, the digital requirements become an extra service — and we will say so honestly. If they are not, we write down the client's information requirements first, and everything downstream becomes an answer to that.

Above the thresholds in the Danish BIM regulation — DKK 5m for the state, DKK 20m for municipalities, regions and social housing — the requirements are not optional. Below them they are your own. Either way the order holds: the information requirement first, then the level, then the tool — and all of it before the consultancy tender, so the requirements can be stated in it.

Who the service is for

One project. New build, extension or refurbishment.

Developers, property companies, businesses and associations building from DKK 15m upwards — with other consultants and contractors on the project. Below around DKK 15m the full package is not proportionate; there we sell phase 1 and the handover package on their own, and say so.

Municipalities, regions, the state and social housing organisations with a single construction project — a school, a day-care centre, a care home, offices, housing. The service covers new build and refurbishment in one journey; project-specific documents are marked, so a refurbishment does not get the new-build documents attached.

Step 1A writes

The information requirement

What does the client need to know about the building — during design, at handover and in operation? It goes in one document, before anyone chooses software.

Step 1B decides

Level and requirements

Ambition level, information levels per building element written out — not as "LOD 300", which agrees nothing — and the handover requirements.

Phase 2 runs

The design

Model coordination, clash control, checking of the consultants' deliverables against the requirements, and the digital tender basis.

Phase 3 secures

Handover and operation

An as-built model and operating data are not an obligation in any standard agreement. We make it a contract term: the work is not finished until the deliverables are there.

The process

The phases follow the construction process — not an IT plan.

The requirements for models and data are written down before the consultants sign — and BIM management follows the project through design, tender and construction up to handover. Click a step and see what happens, what you get, and what the gate onwards requires.

Phase 0 · 1–2 weeks

Agreement

Requirements for models and data can only be imposed on those who have not signed yet. Phase 0 finds out who they are. Deducted from phase 1.

What happens
  • Project fact sheet: the project, the address, the construction sum, the classes and how far the project has come
  • Mapping of consultants and works contracts — who has signed, who can still be bound by the requirements
  • Scope against the project's own advisory services: what is BIM management and what is design
  • A proposal with a fixed price for phase 1 by the construction sum
Deliverables

Prices · excl. VAT

Five phases. One from-price per phase — around 1–2 % of the construction sum, falling.

Phases 0 and 1 have a fixed price from day one. Phases 2 and 3 are a base fee plus a monthly fee, because design and construction take as long as the project takes — the monthly figure is an estimate with an expected number of months, not a total for the period.

Phase 0AgreementProject data sheet and mapping of consultants and works contracts — who the requirements can still be imposed on. Credited in full against phase 1from14,500 DKK

Phase 3Tender, construction and site BIMDigital tender basis, quantities, site BIM — and a handover package that makes operating data a contract termfrom69,000 DKK + from DKK 5,500/month · handover from DKK 39,000
Phase 4Partnership20, 35, 55 or 85 hours per month on operating data — 12 months' commitment, then 3 months' noticefrom19,500 DKK per month
What the price follows

The construction sum. Four steps — up to DKK 15m, 15–50, 50–150 and above 150m — so the share falls as the project grows: around 2 % at DKK 35m, below 1 % at DKK 250m. Below around DKK 15m we sell phase 1 and the handover package on their own, and say so.

Payment

Net 14 days. Phase 0 is paid on signing and credited in full against phase 1. Phase 1 is paid in advance with a 3 % discount up to DKK 129,000 — above that, half in advance and half at milestone M1. Phase 2 in three instalments, phase 3 per deliverable, phase 4 monthly in advance. Partner services — scanning, platform — at the partner's price plus 12 % for specifying, ordering and checking. Surveying the existing building is a partner service.

Why

The BIM regulation does not apply to you. This does.

The regulation is issued under the Danish act on public construction and catches only public and social-housing clients. Towards a private client it is simply the wrong argument — and we do not use it. In return you can choose the requirements freely and get them cheaper than they come when they are compulsory. The four that do hold:

The responsibility for the documentation is yours

The ten years of building defects insurance, the climate documentation at occupancy, the energy label and the duty to keep the building register updated — all of it the client's. The model is the easiest way to keep it all in one place.

Climate and energy decide what can be built

The climate requirement on new build — with no floor-area threshold since July 2025 — and the energy requirements on conversion, where profitable improvements must be carried out when saving times lifetime divided by investment exceeds 1.33.

The existing building has to be surveyed first

Waste notification above 1 tonne, sealed glazing units from 1950–1977 whatever the quantity, an asbestos survey, selective demolition from 250 m². The survey is not an IT exercise; it is what the timetable is built on.

Budget control during construction

Quantities from the model, digital snag lists and a handover where operating data is a contract condition. The failure the Danish National Audit Office has documented on three large public projects is the same on private ones — there is just nobody auditing them.

Five phases. One from-price per phase — the ladder follows the BIM regulation's own threshold.

The base package applies below the threshold — DKK 5m for the state, DKK 20m for municipalities, regions and social housing — where the requirements are your own. Above the threshold the price follows the construction sum in three further steps.

Phase 4Partnership20, 35, 55 or 85 hours per month, 2 years plus two options — charged to the operating budgetfrom20,500 DKK per month
What the price follows

The construction sum and the BIM threshold: a base package below the threshold, then up to DKK 50m, 50–150m and above 150m. The full journey on a mid-sized municipal project can land close to the services threshold — a single extra service can make the whole contract subject to tender. That is why you order scanning and the field platform yourselves, and why we do not bid on the tenders the requirements are written for.

Payment

No advance payment. Each instalment is tied to a deliverable and invoiced in arrears, net 30 days, as an e-invoice to the EAN number with a requisition number. Phase 1 in three instalments — review report, milestone M1, approved strategy. Phase 2 with the heavy instalment at the point where the digital tender basis has been approved. As a rule you order registration and platform yourselves as an owner-supplied service, so the amount does not count towards the threshold.

The regulation

What it requires — and the one thing that cannot be waived.

The BIM regulation for state, municipal and regional construction and the corresponding one for social housing require coordination, classification, a common data environment, object-based modelling in IFC, a digital tender, quantities, digital handover to operations and digital snag lists. In refurbishment waivers are possible — but not from the digital tender requirement.

Level D is called the regulation level

Because its content is defined by a regulation, not by you. If the project sits below the threshold, level D strictly speaking does not exist — there the requirements are your own, as in the private track.

Social housing

BygAlment is mandatory: project documentation and operating data are reported to the Danish Building Defects Fund's platform no later than two months after handover. The regulation specifies no file format — we write that into the handover requirements, so it does not become a discussion in month 23.

No building defects insurance

Public and social-housing clients are exempt under the Building Act. The document has been removed from the register — it is not an oversight.

Questions we get

The honest answer.

Our architect has already signed. Is it too late?

Not too late — but more expensive. The requirements can only be imposed on those not yet under contract; for the rest they become an extra service that they price themselves. Phase 0 maps exactly that before we quote. If the project has gone too far, we will say so.

Do you do the design yourselves?

No, not in this package. We write the requirements, coordinate the models and check the deliverables against the requirements. The consultants do the design. If we are to design as well, that is Advisory & Design — in consequence class 1–2.

What is an "as-built model", and who owes us one?

The model as the building was actually built — not as it was drawn. No standard agreement obliges the contractor to deliver it or the operating data; it has to be in the contract appendix, or the duty does not exist. We write the appendix, and we check the delivery before the work is declared complete.

Which formats do you require?

IFC for models, E57 for point clouds, PDF/A for documents, DWG and XLSX where they fit. Coordinate system ETRS89/UTM 32N, levels in DVR90. Requirements on formats — not on products — so no party is tied to one vendor's software.
